can give you a look at the bay area on top of the camera. it's tuesday, may 22nd. good morning. >> it would be a really cool shot. we promise. it's a cool shot. >> it'll be. you just can't see it. >> you notice something different. >> yeah. what's that? that's right. >> who is missing? >> netta isn't here. she is high on top of the sales force tower where the grand opening ceremony will happen later today. good morning. >> reporter: good morning. we are very high up here. this is 61 stories of usable business space. we are even higher than that. we are at the very top. add about four stories. we are in a cloud. you can see a little mist. there's a lot of condensation. we are at the top of the tower where our cameras are set up. we have four of them set up. four different locations to give you all the different

angles of the bay area. the north bay, south bay, you can see it all. once we get that daylight and the cloud cover burns off. up here it's a micro climate. it's misty, rainy, rainy. it gets warmer up here, colder up here. it's a little extreme. we are very high. this is the tallest building west of the mississippi river. i'm excited to be up here. we are excited to show you the cameras. we are going to talk about your local forecast. all of that will becoming up throughout the show. right now we are tracking a big closure in palo alto. this is northbound 101. we have speeds dipping in the yellow, 30 miles an hour approaching the scene at university. all northbound 101 lanes are shut down. that closure runs to willow road. all traffic being diverted off at university. you are allowed to get back on at willow. cal trans expected to be out

until about 5:00 a.m. give yourself extra time. this will add time onto your morning commute. if you want to use280 that is looking good. we will watch that. along interstate 80 westbound we have some lanes closed between highway 4 and san pablo dam road. caltrans expected to wrap that up by five. no major delay for drivers at this hour. we are seeing a back up at the bay bridge toll plaza but we have a travel time clocking in right under 12 minutes as you head into san francisco. that is a check of your traffic. back to you. an officer and a suspect were injured in an officer involved shooting in haywood. it happened last night on hewitt place. an officer was hurt and taken to the hospital. he is expected to be okay. the suspect was also hurt in the shooting and it's unclear if it was the same officer who shot the suspect. no word on what led up to the

gun fire. a bill in congress could mean prison time for leaders in jurisdictions with sanctuary policies. >> just the idea of it is ridiculous. >> the bill is named after oakland mayor libby schaaf. she warned about plans for widespread federal ice raids. republican congressmen steve king introduced a bill that could send officials to prison if they make a similar warning. the congressman said that how many rabid, violent ms13 animals do mayors allow to prey on citizens when they obstruct ice rides in to many? >> i can tell you that i know a lot more about what makes my community safe than a congress member from iowa. >> reporter: the mayor said bullies in washington are trying to intimidate her over policies she insists are making oakland safer. polls show people across the

country, even here in the bay area are divided over the issue. >> some immigrants do cause crimes. we know that most don't and if fact their crime rate is lower than nonmany grant community but there are people who believe they do commit crimes and they see you as a person protecting criminals. >> i want this country to have the conversation that is needed about the immigration system. the fact is that communities that are seeing increases in their immigrant populations actually are becoming safer. this system is not working. it's ripping families apart and it's endangering our economy. >> she chose to put the safety of a small number of criminals being targeted by the federal authorities over the safety of law abiding residents. >> reporter: the mayor put federal agents and the public in harms way. >> she put people in a lot of

danger. when criminals know the police are coming they have time to flee, involve others in their crimes. people who were wanted for crimes including drug dealing, sex trafficking and domestic violence weren't arrested. >> the libby schaaf act calls for a prison sentence of five- years. it's not clear if it'll pass in congress. video from hawaii this morning. you can see a mountain of red, hot lava spewing hundreds of feet into the air. this was shot just before 11. some 20fissures have opened up. rivers of the lava have flowed three miles in to the ocean where it's creating a dangerous mix of lava and haze and toxic gas. >> reporter: when the lava hits the ocean it creates a hazard,

all that hot steam and acid which is poisonous and burns on contact. we don't want to get closer. the wind could shift at any time. >> and check out this wall of lava about 30 feet high. its crossed a main highway. the big island has reported 3,000volcano earthquakes. he with have weather and traffic. netta is live on top of the sales force tower as they have their grand opening. >> reporter: good morning. i promise i did my hair but that got ruined fast. we are in a cloud. there's plenty of condensation. we are in a cloud. over a thousand feet. the very top here. that would be the highest point west of the mississippi. we have the access to the top of sales force tower. they have a grand opening

coming up later which we will tell you about. i do want to talk about your forecast this morning. as you see we are dealing with a little bit of visibility issues. not many are this high up. for drivers, let's show you what is going on on the visibility map. we are looking at two and a half mile visibility. its dropping in oakland airport. sfo is doing all right. up further north parts of the north bay you may run into the low lying clouds, places like santa rosa, visibility down to six miles. the satellite and radar showing there is a thick marine layer out there. we feel it up here. you can see it on the maps as well. it's because of the west winds. this has been the story of the week the past couple weeks. we have had a lot of west wind pushing in that cloud cover. as far east as livermore. through concord and fairfield and those are -- here is a look at your sustained winds at sfo. about ten downtown 11, picking

up through oakland. concord 14 miles an hour and fairfield, sustained winds at 21 miles an hour. gustier across the hills throughout fairfield and antioch. then temperature wise we are in the 50s for most locations because of that cloud cover serving as a blanket. we have four different cameras up here on top of the tower. because of the clouds, not necessarily able to see all of the city lights but as we get closer to the daylight and a lot of this will burn off we will give you good access to the views around the bay area. back to you. we are building the anticipation. you may have to use your windshield wipers on your way into work. i had too. i had some mist on the windshield. if you are heading out the door and are going through palo alto we are tracking a full highway closure in the northbound direction of 101. that begins at university. all traffic diverted off at university. you are then allowed to use that frontage road and can get

back on it the freeway going northbound at willow road. cal tran is out there. they are expected to wrap up by five this morning. we are seeing speeds dip below 30 miles an hour approaching the scene there. do expect delays and give yourself extra time as you are hitting the roadways this morning. that's a check of your traffic. time now is 4:39. a program in san francisco providing a stable living environment for people with severe mental illness. why that help is about to disappear. >> this mural is a bold statement saying that we value immigrants. >> immigrants in america are at risk and they have our back. use your vote for immigrants.

campers occupy a stretch of public parking all along marina boulevard.... the city says it's for the . rv owners are getting the boot from an area of berkeley. they occupy a stretch along marina boulevard. the city said it's for the public, not for people to live there. several boat owners have complained about problems with trash and sewage. no parking signs will be installed next monday. they also plan to put up k rails so there will only be enough room for passenger cars to park and not rv's. a bay area program that

helps a severely mentally ill people stay off the streets by housing them in small group home is in danger. that safety net is quietly disappearing nobody seems to be doing anything about it. >> reporter: for decade this group of homes in san francisco has been a place of refuge. the residents have severe mental illness but they are among the lucky few who have managed to escape the cycle of homelessness and endless trips to jails and hospitals. >> you have to sleep in the streets. >> reporter: sonya came from san francisco general. >> i want to stay here because we have a nice place to live. >> reporter: lo ri was put here by her family. >> i like it. >> reporter: so was isabelle. >> it's very pleasant. the food is very good.

very steady. >> reporter: her brother visits every week. >> not just the food and shelter. because of her mental condition she needs her medication given in a professional way. that's what she gets here. >> reporter: changes area foot that are casting a shadow on them. the people who have run it for 40 years say they can't afford it anymore. >> we have been using our retirement money to keep it going with operating expenses. >> reporter: the 1,000-dollar social security check they get from the residents and $19 a day from the city is no longer enough. they have closed two of their five homes already and may soon be forced to close the rest. there's an a trend in homes like these closing. over the past five years 23 residential care facilities have been shut down. the city expects 11 more will close this year. >> it would be difficult

enough to up root anyone from their living environment. you take a patient with mental illness or mental health problems and they are fragile. >> reporter: he has been working with patients for 42 years. >> many may not want to take their medicine and require much more work and much more help. i have seen it happen. >> i think it's sad. i don't know if i would call it a crisis. >> reporter: kelly oversees the placement of patients with mental health patients. >> we have been able to rehouse everybody so far. >> reporter: she said they only take in the highest functioning mental health clients. they would need more acute patients to qualify for more moneys. >> you can increase rates and then that decreases the number

of beds. >> reporter: keprthe model may soon be a thing of the past. >> it'll be much larger facilities with a different kind of feel. they are still home like but not the same as walking in to a six bed house. >> reporter: steven said he sees that as a step backwards to the days when san francisco residents with mental illnesses were warehoused at the hospital. >> it's not a good thing. >> reporter: though the department of health has a legal obligation to find new homes for displaced clients he said that many will opt out. >> there is a good number of patients that will just fall through the cracks and end up on the streets. >> reporter: kelly said for some shutting down the care facilities and selling their homes has becoma all become all to tempting but aurora doesn't want to do that. >> if there is anything we should be doing it's having

them stabilized. give them a home. good homes which, you know, was my goal. to make a difference in their life. >> reporter: they hope the city can do something that will allow them to stay right where they are. >> i will sleep under the freeway. >> you just can't -- just ignore us. >> reporter: in san francisco. kpix5. >> and the city said that it plans to start outreach to encourage more homeowners to run care facilities for mentally ill people but it won't offer extra financial incentives. we are going to get a check on weather and that is with netta on top of the sales force tower this morning which is pretty exciting. we are so glad you aren't afraid of heights. >> reporter: it's hard to hear

you, sorry. having ear piece efforts. we are on the top of the tower. the bar that you see at the top here. that's over a thousand feet up. that makes us the tallest building here in northern california and west of the mississippi river. we have cameras set up to give you a look. we are the only station allowed at the very top. we are very excited to be here and we are in a cloud right now. that is why there's a lot of condensation. it's misty. this area has its own micro climate. they get rain when people on the streets don't. they get stronger winds when it's calmer on the streets as well. it even gets warmer up here as well because of that warm air rising and it just hangs in the crown at the very top. this -- the building has 61 business stories. office space here for 61 stories high. then another few stories and then more that brings up to the

top. we took the elevator and then another to get up here. let's talk about your forecast. a lot of you will be dealing with as you get outside and start your workday. there's a little bit of a marine layer as you see from our view. i want to show you our live camera. that's where temperatures, 57 degrees. the cloud cover helping keep it nice and warm. 52 in san francisco right now. livermore 54. concord 56 degrees. i want to show you that visibility. let's check in on the low lying cloud cover and see what are you dealing on the streets this morning. if you are near the coastline. that's where it's pretty low. down to two and a half miles for half moon bay. not bad at sfo. it's dropping just a bit. further up north eight mile visibility and santa rosa you will run into some of that. if you are driving through the valley locations keep that in mind. take your time and we will talk more about that in traffic.

we have a west wind going on and that's why this marine layer is being pushed far east. you see it down thoroughfare field. let's look at that future cast it. won't necessarily burn off until about lunchtime or so. look at this. throughout the coastline we will continue to see cloudy conditions. we have a chance for afternoon thunderstorm across the higher elevations through the sierra. nothing we need to worry about. marine layer returns tonight and early tomorrow morning. the same story for the next few days. there's a low we are watching that's expected to dip down into our area. first, what this means for our temperatures will be a lot warmer inland. slightly cooler than yesterday. 70 in concourt. fairfield 73 degrees that afternoon high and then the wider picture. a low that dipped down further into southern california. take will bring afternoon thunderstorms for the sierra. then you see that one at the top of the screen by the gulf of alaska. that could bring a shower

activity by the tend of this week. we will talk more about your forecast and these cameras up here up later on. >> sounds good. thank you. right now we are tracking some slow downs. you will see a lot of brake lights on your way into work this morning along northbound 101 because there's a full closure and that starts at university. it goes until willow. all traffic diverted off at university. then you can take east bayshore road. that frontage road and you can take that to willow and get back onto northbound 101. the back up is stretching beyond oregon expressway. just a heads up. this will cost you some time. you do need to leave a little early this morning. we are seeing speeds dip as slow as five miles an hour just approaching the scene of that road work. cal trans should be wrapped with that by five. this is 580 as you approach there. we have a wind advisory in effect for drivers heading

a very honorable career. >> reporter: the district candidate pamela price is using the da of taking questionable campaign donations. price's campaign found paperwork showing a developer and his company giving more than $40,000 to the campaign while the company was under federal investigation for bank fraud. >> the funds were coming in at a time when they would have been at risk of being investigated by the district attorney. >> reporter: they were never investigated by the da and price thinks that is suspicious. >> i think that it potentially smacks of an effort to buy one's safety and security on the local front. >> there's nothing that's happened in my office that's been driven or convinced by anyone who has given a campaign

donation. >> reporter:o omalley accused price of being funded by outsiders and wall street. price claims it's her who has mounted personal attacks. she is quoted in anable saying i have to be more of a street fighter to engage with price. she better be careful. >> ly fight for my job and for my office and for this community. >> i don't think it's appropriate for any candidate to threaten another person who is running against them in a campaign. bart has a new plan to crack down on open drug use at the civic center station. we showed you video last month of an underground corridor that attracts a lot of drug users. most are shooting up or just passed out along the walkway. now bart wants to close that corridor by putting up new walls with a locked door on
